Selection criteria
Accreditation experts:
- Education and Academic Qualification. A higher education degree (master’s or above) in pedagogy, educational management, or related fields. Preferred: an academic degree (PhD, Candidate of Sciences) or certifications in the field of educational quality assessment.
- Professional experience.
For internal experts (full-time employees of the central office, branches, and subsidiaries of AEO): at least 2 years of work experience within the AEO (including managerial or methodological positions).
For external experts (specialists from organizations accredited by the AEO): at least 5 years of experience in educational organizations in positions related to:
- teaching;
- educational quality management;
- development of educational programs.
- Knowledge and Competencies.
- knowledge of the legislation of the Republic of Kazakhstan in the field of education and accreditation;
- understanding of AEO accreditation standards and international equivalents (e.g., CIS, IB);
- proficiency in methods of assessing educational quality (audit, data analysis, interviewing).
Certifying committees in assessing students’ academic achievements:
Qualifications and Education:
- higher pedagogical education in the relevant specialty, or higher professional education in the corresponding field / bachelor’s degree
- proficiency in the state language at a CEFR level of at least B2 – for teachers of subjects taught in the state language;
- proficiency in English at a CEFR level of at least B2 – for teachers of English; B1 – for teachers of subjects taught in English under the NIS Program.
Professional experience:
- At least two years of teaching experience.
- Experience in assessment activities (exams, Olympiads, competitions).
- Knowledge of the principles of criterion-based assessment and related regulatory documents.
- Confident use of digital tools required for assessment.
Additional role-specific criteria:
Examiner:
- Experience in assessing students, including reviewing written work
- Knowledge of assessment criteria and the ability to apply them in practice.
Lead Examiner:
- Participation in a certifying committee as an examiner at least once
- Completion of specialized training or examiner certification
- Participation in an attestation commission as an examiner at least once
- Receipt of a positive evaluation from the Chief Examiner following the review of work, assessing:
- Ability to instruct and support other examiners
- Organizational skills, ability to lead a team, and coordinate group work.
- Ability to analyze assessment results and identify common errors during review.
Chief Examiner:
- Participation in the attestation commission as a lead examiner and in the appeals commission at least once
- Completion of specialized training or examiner certification
- Participation in the attestation commission as a lead examiner and in the appeals commission at least once
- Receipt of a positive evaluation from the Chair of the Attestation Commission (CPM employee) following the review of work, assessing:
- Ability to instruct and support other examiners
- Proficiency in documentation and procedures, and the ability to prepare expert conclusions
- In-depth knowledge of the regulatory framework, guidelines, and requirements for the assessment process.
- Ability to monitor the quality of the committee’s work, ensuring consistency and objectivity in evaluation.
- Skills in analyzing exam results and providing recommendations for improving assessment procedures.
